Development of financial basis for local budgets as a prerequisite of increased social protection of the local population

The essence, characteristic features and tools of local budget formation under economic transformation are considered. The dynamics and structure of social protection budget expenditures of Dnepropetrovsk oblast are analyzed. The necessity of expanding the financial base of local budgets for effective social protection of the low-income population is grounded on the basis of econometric modeling of dependence of decreasing number of low-income incapacitated citizens receiving social safety assistance on the increase of the gross regional product per capita and the cost of living for disabled people.
