INVESTMENT CLIMATE OF UKRAINE: ASSESSMENT AND WAYS OF IMPROVEMENT IN THE POST-WAR PERIOD

The article reveals the essence of the concept of investment climate, as well as its impact on the country's economy. Positive and negative factors influencing the attraction of foreign and domestic investments in Ukraine are considered. It was determined that potential investors pay attention to investment ratings, macroeconomic indicators and the level of investment security of the country when making an investment decision. It was found that investment ratings make it possible to qualitatively and quantitatively assess all possible risks, investment productivity and their payback period, which is important for future investors. Indicators of Ukraine's investment attractiveness were studied according to the two most popular ratings: EBA Investment Attractiveness Index and Index of Economic Freedom. It was highlighted that Ukrainian indicators of investment attractiveness were unsatisfactory during 2018–2022, and after the full-scale invasion of Russian troops, they significantly decreased compared to the previous period. The article reveals the reasons for changes in Ukraine's investment attractiveness during the analyzed period. The main macroeconomic indicators of Ukraine for 2018–2022 were analyzed, the reasons for the changes and their consequences for the investment climate of the country were identified. It was determined that the state's investment climate is directly influenced by its investment security. Methods of calculating investment security indices are highlighted. The country's investment security indicators were analyzed and the reason for their change revealed. The main problems that negatively affect the investment climate of Ukraine are highlighted the activities of the Advantage Ukraine investment program, which is designed to attract future investments in 10 industries, are highlighted. Solutions are proposed that will help encourage foreign and domestic investors to invest in Ukrainian projects in the war and post-war periods, namely: creating information support, reforming legislation, reducing the tax burden and simplifying bureaucratic procedures.
