Abstract
The necessity of transition to technology of innovation management is based and its conceptual basis is considers. The basic features of innovation management in comparison with the traditional are characterized. A comprehensive system planning and HR management is developed. An innovative technology of strategic planning based on an interactive approach is proposed. The directions of improvement of technology of HR management are defined.
