FOREIGN EXPERIENCE OF SMART CITY IN ENSURING HUMAN SOCIAL SECURITY IN CRISES

Abstract
The article systematizes international experience in the use of intelligent technologies that play an essential role in crises in the following groups: 1) rapid response to emergencies («traffic and unmanned aerial vehicle management,» waste disposal, tracing dangerous contacts) where the cyber-physical infrastructure plays an important role, which provides for positioning in near real-time and includes the following structural units: emergency response teams; coordinated management and emergency response; event focus service; 2) use of technology and data (including social networks); 3) development of cities and improvement of the quality of life (including «smart urbanism»); 4) support for internally displaced persons through «smart» applications. Intelligent development programs for internally displaced areas during the war can provide a city with amazing jumps and opportunities for technological change aimed at purposeful, systematic development and improved services. It was found that foreign experience of creating a smart city in ensuring human social security is not without certain shortcomings and obstacles: the government's unwillingness to compromise and listen to the opinion of residents, information security contradictions; barriers in the development of smart city infrastructure; lack of financial resources. It was proven that developing applications to collect a large amount of information and data is essential, influencing further analysis to help smart cities move forward. The development of management systems will turn into intelligent systems that analyze and understand the needs of the population and their way of life.
