Abstract
No society has by now found reliable instruments of harmonizing of the relations of mankind with environment, or, speaking in other words, managing ecological aspects of quality of life. The opened, competing markets, promote introduction of innovations and increase of economic efficiency, thus create conditions for improvement of quality of life of all population.
