PRINCIPLES OF CORRUPTION PREVENTION IN MILITARY ADMINISTRATION BODIES

Abstract

The purpose of the article is to determine the principles of preventing corruption in military administration bodies under the conditions of the legal regime of martial law. It is proposed to understand the principles of corruption prevention in military administration bodies as the basic foundations of anti-corruption activities, the use of which allows preventing the destructive influence of corruption risks and increasing the level of integrity of military officials. Such principles can be considered at three levels: general, interdisciplinary and special. The special principles of preventing corruption in the military administration bodies represent the basic principles of anti-corruption activity specific and characteristic of military formations. Such principles include: a) the inadmissibility of the protection of immunity, which complicates or makes impossible the procedure of bringing a military official to legal responsibility for committing a corruption or corruption-related offense; b) the principle of transparency, which is implemented with certain reservations during the legal regime of martial law; c) the principle of accountability, which covers the duty of military administration bodies to report to society on their activities, which serves as a guarantee of the existence of feedback between the subjects of the military and civilian sectors and is designed to ensure the appropriate level of integrity in the security and defense sector; d) the principle of involving the public in anti-corruption activities, which provides for the creation of special bodies to provide advisory assistance of civil society to the military administration. The article found that the prevention of corruption in military administration bodies, compared to other management systems, is complicated by some features of the military sector, which include: a special regime of information dissemination, which provides for greater secrecy than other spheres of public relations; the principle of unity of command and vertical military hierarchy, which can make it difficult for subordinates to report the corrupt behavior of their commanders (supervisors); large-scale inflow of international aid and increased military procurement during the legal regime of martial law.
