Modernization of diplomatic service: global and national experience

Abstract

The article explores the problems and ways of modernizing the diplomatic service. It is established that the effective implementation of foreign policy through the diplomatic corps is aimed at strengthening the country's international status and increasing its influence on the international stage. The diplomatic service is identified as a specific sphere of professional activity, and its main tasks are outlined. The role of the consular service and the diplomat dealing with consular issues in foreign diplomatic establishments is defined, which must ensure the safety and protection of the rights of Ukrainian citizens abroad and must be physically mobile. The article focuses on the main directions of diplomacy activation in Ukraine in connection with the onset of Russia's military aggression. Special attention is given to the diplomat of the new formation, who should act as an experienced analyst, manager, and coordinator. It is noted that a key task of diplomats of the new generation is to determine when and how government diplomatic resources can be presented to other international actors to advance their goals on the world stage. It is established that diplomacy mechanisms in managing contemporary political conflicts, compared to other methods, particularly those of a military nature, are more effective because diplomatic conflict resolution strategies are based on a detailed analysis of the specific situation. The modern norms of national legislation in the field of diplomatic service activity and the implementation of foreign policy are analyzed, and a conclusion is drawn about their convergence with generally recognized principles and norms of international public law. The key tasks of the Ministry of Foreign Affairs (MFA) are listed, and the importance of the flexibility of digital diplomacy, the willingness of state representatives to be creative, and the creation of new tools for ensuring foreign policy activities in the online sector are emphasized. Relevant criteria promoting the popularization of digital diplomacy on the international stage are highlighted. Foreign experience in conducting digital diplomacy (USA, France, the United Kingdom), the effective implementation of information and communication technologies in the aspect of conducting foreign policy diplomacy are examined. A conclusion is made about the necessity of harnessing the potential of digital diplomacy
