Prioritizing Effectiveness Indicators of Inventive Activity and Its Informational and Marketing Support

Abstract

Introduction. Contemporary global challenges and imperatives of Russian Federation's state policy necessitate the activation of the innovation system. The key determinants of the innovation process efficiency in priority areas of scientific and technological development are the breakthrough nature of modern scientific developments and the effectiveness of inventive activity. Unlike the results of scientific activity, which are primarily associated with acquiring new knowledge and are presented in the form of reports and publications, inventive activity is characterized by a set of intellectual products with a finalized market form, protected by state registration documents. These documents not only guarantee their novelty and originality to a certain extent but also establish ownership rights. These products contribute to the growth of the intellectual property (IP) market. Therefore, inventive activity requires consistent support and encouragement. This is closely linked with the existing system of indicators that guide the activities of inventors and their informational and marketing support toward priority areas and the implementation (commercialization) of IP objects. However, the current regulations primarily reduce the effectiveness of inventive activity to quantitative indicators, which are not related to the results of the implementation process. The aforementioned has defined the problem area of this research study. The authors aim to develop a relevant system of effectiveness indicators for inventive activity as a hierarchical collection that reflects the priorities of scientific and technological development and the ultimate goal of invention — implementation (commercialization). To achieve this, tasks were formulated and solved related to studying and systematizing various scientific and regulatory approaches in this field, critically analyzing them, identifying common and unique essential characteristics, establishing prerequisites for updating, and developing a system of effectiveness indicators for inventive activity (using a priority approach based on expert prioritization method), which aligns with the development goals of the Russian innovation system. Methods. The research employed various methods to accomplish theoretical and practical tasks: extraction, systematization, and classification during the process of extracting provisions related to inventive activity effectiveness assessment from scientific and regulatory sources, creating tabular forms, selecting and applying classifying features; identification based on the results of establishing common and unique features of the studied indicators; grouping when combining indicators according to scientific and technological development priorities and forming a relevant system of indicators; prioritization as an expert evaluation method for calculating ranks and constructing a rating of proposed indicators. Results and Discussion. Following a comprehensive analysis of various scientific and regulatory approaches to assessing the effectiveness of inventive activity and aligning indicator designations to identical expressions, the authors decided to classify them based on immediate and final results. The decision was made to prioritize the latter. Conclusion. The developed up-to-date system of indicators of the effectiveness of inventive activity was subjected to expert evaluation, the results of which in the form of calculated ranks and constructed ratings confirmed the correctness of the authors' positions.
