Results of diagnosing the state of formation of the development of digital competence of heads of general secondary education institutions

Abstract
The article highlights the results of diagnosing the state of formation of the development of digital competence of heads of general secondary education institutions at the initial stage of experimental work. The methods necessary for checking the mentioned competence have been considered and analyzed. It has been established that today digital competence as a component of professional pedagogical competence, including that of heads of general secondary education institutions, is substantiated in the UNESCO standard "UNESCO ICT Competency Framework for Teachers. VERSION 3" (ICT CFT)), developed in 2018 [2]. Carrying out scientific research on the problem of managing the development of digital competence of heads of institutions of general secondary education, we singled out four of its main components. Each component corresponds to a certain criterion that makes it possible to assess the main feature of the development of the phenomenon under study; is an ideal model, which, when compared with a real phenomenon, makes it possible to establish the degree of conformity, approximation to the ideal. Since the criterion must be comprehensive, cover the smallest units of measurement that allow to evaluate the validity in comparison with the ideal, then such units of measurement are indicators. Accordingly, it is appropriate to consider in detail the components, criteria and indicators of digital competence of managers of general secondary education institutions. In this regard, based on the analysis of the considered components of information competence, within the framework of this study, the structure of information competence of managers of general secondary education institutions was determined, including the following components: motivational and valuable; information technology; communicative; reflexive [2]. It should be noted that the Concept of implementation of state policy in the field of general secondary education reform considers ICT in the educational process as an "instrument for ensuring the success" of the functioning of the National Higher Education Institution. Renewal of the Ukrainian school requires the introduction of new educational technologies into the educational process. One of the ways to create such a school is the use of ICT in the educational process. According to modern researchers, the end-to-end application of ICT in the educational process and management of educational institutions and the education system should become a tool for ensuring the success of the New School [8]
