Abstract

Introduction. In the article, based on the analysis of theoretical foundations, it is proposed to systematize and generalize scientific approaches to defining the concept of public-private partnership, to single out its features and highlight the main functions. It is noted that the majority of researchers working on the study of public-private partnership issues tend to put forward different points of view regarding the development of the concept of public-private partnership, including its applied component. Purpose. The purpose of the study is systematization and generalization based on the analysis of the theoretical foundations of scientific approaches to defining the concept of public-private partnership, identifying its features and highlighting the main functions. Materials and methods. The research materials are: 1) regulatory and legal provision of public-private partnership; 2) scientific works of domestic and foreign authors on issues of public-private partnership. In the process of carrying out the research, the following scientific methods were used: analysis and synthesis (to study the concept of public-private partnership), structural-functional method (to distinguish the features and functions of public-private partnership), synthesis method (formulation of conclusions). Results. Scientific statements regarding the concept of «public-private partnership», as well as the norms of the current legislation, have been analyzed. Based on the analysis of the scientific positions of both national and foreign scientists, the author of the article states that public-private partnership should be understood as a system of cooperation between the state and business, which is created on a long-term and mutually beneficial basis and is formed through the synthesis of material and immaterial resources of society and the private sector in order to increase the quality of life of society. The definition of public-private partnership is presented and the main features of public-private partnership are highlighted. The main functions of public-private partnership are also highlighted and analyzed. Discussion. In further scientific research, it is proposed to focus attention on the consideration of the definition of the concept and basic forms of public-private partnership, determining their content. This will make it possible to draw conclusions regarding the definition of the main conditions for successful preparation and implementation of various forms of public-private partnership, which contribute to increasing their effectiveness, efficiency and perception by society.
