Abstract
In this study, the educational institutions in Elazig; strengths, weaknesses, opportunities and threats aimed to examine in the context of the views of the manager. Phenomenology design was used in qualitative research methods. Working group of the research is composed of 41 people from official institution manager in Elazig. Data were obtained by direct application of the forms which prepared for participants. With the findings obtained from this study, factors of educational institutions seen as strong-weak-opportunity-threat were examined by content analysis. Based on the results obtained proposals have been developed. proposals which based on the results obtained by specifying frequently repeated opinions have been developed.
