Abstract

National competitiveness is the ability of a country and its institutions to generate stable economic growth that is sustainable in the medium term which is essentially a very diverse set of factors. Thus, poor public financial management and high inflation have a negative impact on the economy, and protection of intellectual property rights, a developed judicial system and other measures can have a positive impact. Along with institutional factors, education and skills upgrading of the labour force permanent access to new knowledge and technologies are crucial. Accordingly it is the human potential – innovative and intellectual in the long term becomes an imperative to achieve and maintain sustainable economic development of the state of its competitiveness in the global market. The potential is «strength» and it means the reserves that are and can be used to achieve a certain goal. Human activities are generally seen as a process of realizing the potential that with the necessary knowledge and skills can be replicated in the workplace and provide quality performance. The whole history of mankind is nothing but a history of human development, its potential. Human potential is a definite synthesis of the intellectual, physical and social potentials of individuals. These capabilities combined with specialized knowledge give rise to innovative ideas that through the use of special technologies, translate into economic benefits. This, in turn turns human potential into human capital. Namely the transformation of human potential into human capital should become an integral factor in the formation of competitive advantages. In today's conditions the socio-economic development of any country is increasingly determined by the quality of human capital. Accordingly social and economic policies should focus on human development linking the labour market to the growing need for developed human capital
