Abstract

Economic challenges and possibilities of the post-war recovery of the labor market of the Carpathian region. The purpose of the article is to study the economic challenges and possibilities of the post-war recovery of the labor market of the Carpathian region. The theoretical and methodological foundations of the research are the provisions of domestic and foreign economic sciences. To achieve the goal of the research, the methods accepted in economic science were used: analytical - for research and generalization of scientific sources, statistical data, official documents, publications in mass media; statistical - processing and analysis of statistical data on the state of the labor market of the Carpathian region; graphic - for generalization and visual presentation of information. The article is aimed at researching the economic challenges and possibilities of the post-war recovery of the labor market of the Carpathian region. It was determined that due to the war there were significant restrictions on employment opportunities, structural and qualitative transformations in work, massive displacement of people and mobilization - as a result - aggravation of problems on the labor market. An analysis of the labor market was carried out in terms of the number of unemployed and vacancies in the Carpathian region. Particular attention is paid to the working population of younger age (up to 35 years old), which is 25% of those registered as unemployed in Ukraine, and it is determined that during the hostilities the number of officially registered unemployed young people decreased, as some were excluded from the register due to emigration or mobilization to the Armed Forces. The largest number of unemployed young people was found in the Lviv and Ivano-Frankivsk regions. Challenges faced by young people actively looking for work are highlighted, in particular: lack of professional experience and adaptation skills; social immaturity and economic insecurity; discrepancy between qualifications and workplace quality; high expectations from employers regarding professional skills and their inconsistency with real requirements; inconsistency of working conditions with the corresponding needs of candidates and others. It has been investigated that the Government of the country actively applies a number of economic tools to stimulate the flexibility of the labor market and support employment, namely: compensation mechanisms for employers who employ specific categories of the unemployed have been improved, and programs for the employment of the unemployed for jobs in small business entities have been initiated. The main economic challenges of the labor market of the Carpathian region have been identified: the growth of unemployment, unskilled labor force, the outflow of personnel, lack of investments and imperfect state policy. Possibilities of post-war recovery for the labor market of the Carpathian region are given, in particular, stimulating the development of small and medium-sized businesses, investing in infrastructure projects, providing assistance to IDPs in employment, retraining and adaptation to new conditions, creating favorable conditions for work and life in the region, raising the level of salaries, ensuring a favorable investment climate, guaranteeing the safety of investments; increasing the efficiency of the system of assistance to the unemployed, coordinating the actions of various authorities. The scientific novelty of the work is the comprehensive analysis of economic challenges and opportunities for the post-war recovery of the labor market of the Carpathian region The practical significance of the study is that it expands theoretical ideas about the impact of the war on the labor market of the Carpathian region and provides state authorities, local self-government and business with reasonable recommendations for overcoming economic challenges and realizing the possibilities of post-war market recovery in this region.
