Abstract

Introduction. Identifying the role and place of intellectual property in a region's innovation potential structure is critical for developing a man­agement system amid innovation-driven economic growth. Currently, there are several methodologies for assessment of a region's innovation potential structure: resource-based, result-oriented, and combined approaches. However, these do not fully capture the indicators related to intellectual property, which essentially represent future innovations. Methods. Through comparative analysis, synthesis, and classification of indicators used to assess a region's innovation potential, the authors have determined the role of intellectual property in its structure. Results and Discussion. Approaches to assessing a region's innovation poten­tial are consistently presented along with analysis of its indicators. The authors propose a two-level framework of innovation potential indica­tors that includes elements reflecting the intellectual property data. Conclusion. The research results prove that the intellectual property indicators are not adequately represented in current methodologies for assessing the innovation potential. An expansion of the indicator list is suggested to eventually set up a better model for assessing the innova­tion potential.
