Analysis and Evaluation of Development Programs in Iran from the Perspective of Human Development Experts

Abstract
One of the important indicators for evaluating the progress of countries is the human development index. Improving the human development index is the best mechanism for empowering people to achieve the goal of improving their living standards, which is achieved through the use of human capabilities. Improving the quality of life of the people of a society depends on the fundamental change in economic, educational and health variables. In recent decades, promoting human development along with physical capital in order to achieve higher economic growth has been prioritized in the programs of developing and developed countries. The present article investigates how to achieve human development by emphasizing the human development indicators of "Amartia Sen" and analyzing and investigating the level of achievement of these indicators in Iran's development programs and its distance to the desired level, and also It is to identify the factors affecting human development in the current conditions of the country. The main question of the article is how development programs in Iran can be analyzed and evaluated in the light of the approach and components of human development? In the following article, the periods of the country's development program after the victory of the Islamic Revolution of Iran and their success rate based on human development indicators are examined. In this connection, the hypothesis is based on this principle that the development programs in Iran in the light of sustainable human development teachings lack codified planning, parallel work, lack of attention to the goals of human development programs and lack of legal, political and cultural infrastructures. It has prevented the realization of human development programs in Iran.
