An Analysis of the International Communication Discourse on Beijing “Rural Revitalization” Strategy

Abstract
This paper takes the English translation of the reports to the work of Beijing municipal government over the past seven years as data to conduct discourse construction research on the strategic content of “rural revitalization”. Result shows that the English version of government work report helps to build a specific discourse ecosystem, and to convey a voice internationally. Through the related information about the in-depth implementation and comprehensive promotion of the rural revitalization strategy in Beijing, which is based on local circumstances and can present the distinctive economic image of the capital, the report demonstrates the pragmatic style of the government and its people-oriented responsibility. The study helps to understand the discourse construction characteristics of political strategy in foreign communication, thus enabling the international community to better understand the planning, implementation as well as the distinctive achievements of that strategy, in order to better understand China through Beijing, capital as the window towards the world.
