IMPLEMENTATION OF ENVIRONMENTAL MANAGEMENT TO ENSURE ENVIRONMENTAL MODERNIZATION OF CEMENT ENTERPRISES IN THE POST-WAR PERIOD

Abstract
Introduction. The cement industry will play one of the leading roles in the post-war reconstruction of the housing stock, social infrastructure, and industrial enterprises in Ukraine. According to preliminary estimates, the need for cement will increase by 1.5 times for the sustainable restoration of damaged objects of civil infrastructure. In the near future, cement industry products will be actively purchased by enterprises of the defense industry, the energy complex, the construction industry, etc. In order to ensure stable functioning in wartime conditions, as well as to meet the growing demand in the post-war period, cement industry enterprises must quickly and effectively adapt to external conditions. In particular, the shortage of electricity and the instability of energy supply, the implementation of Directive 2010/75/EU “On industrial emissions (an integrated approach to pollution prevention and control)” actualize the need for rapid ecological modernization of cement enterprises to increase their energy efficiency and energy dependence, compliance with European requirements regarding the impact on atmospheric air, in the field of water use, etc. The information and management basis of ecological modernization of cement enterprises should be the system of ecological management. Purpose. The purpose of the study is to formulate proposals for the implementation of an environmental management system at cement enterprises for the ecological modernization of their technological processes, ensuring sustainable economic functioning, increasing energy independence, as well as meeting the growing needs of the market in the post-war period. Materials and methods. The research materials are: 1) statistical data of the State Statistics Service of Ukraine regarding the volume of sales of economic entities by types of economic activity in 2010–2022; 2) statistical data of the State Statistics Service of Ukraine regarding the volume of capital investments in 2010–2022; 2) works of domestic and foreign authors conducting scientific and practical research in the field of environmental modernization of industrial enterprises and implementation of environmental management systems to achieve strategic and operational environmental goals and objectives.
