PROSPECTS OF INSTITUTIONAL IMPROVEMENT OF PROVISION OF ADMINISTRATIVE SERVICES IN THE FIELD OF CONSTRUCTION

Introduction. The strategy of the digital state determines the direction of modernization and transformation of the public service, placing citizens and business at the center of administrative services. At the current stage of digitization of public services, the redistribution of requirements for them and the powers of entities that provide such services is of great importance. The ongoing administrative reform, including in the field of construction, systematically revises the circle of subjects involved in the provision of administrative services, which, in some places, complicates their interaction, which affects the quality result of the provision of such services. Therefore, it is important to determine the range of entities that provide such services or are involved in the procedure of providing them, to ensure their effective interaction, and to foresee a real possibility of protecting the rights and interests of the recipient of such services in the field of construction. Goal. The purpose of this article is to determine the features of institutional improvement in the provision of administrative services in the field of construction. Materials and methods. The research materials are: 1) normative and legal support for regulation of expenses for payment of rewards to employees of the enterprise; 2) the works of domestic scientists conducting scientific and practical research in the field of legal regulation of the provision of administrative services. In the process of carrying out the research, the following scientific methods were used: theoretical generalization and grouping (to characterize the main problems in determining the subject composition of relations for the provision of administrative services in the field of construction); logical generalization of results (formulation of conclusions). The results. The author analyzed the peculiarities of providing such services under the conditions of martial law in Ukraine. The author focused attention on the characteristics of the powers of the bodies in the researched field, where it is argued that the need to restore the scheduled inspections of the control bodies in the field of construction as soon as possible. The author points to several problems that mediate administrative services in the field of construction regarding the instability of the system, individual registers, the impossibility of processing documents received from such registers, delays in their receipt. The author proposed a few measures to improve the system of providing administrative services in the field of construction: systematic work to improve the functionality of the system, including communication with users at their request; systematic work on providing official explanations with specific examples of providing administrative services in the field of construction, etc. Prospects. In further research, the author will identify other problems and prospects for their solution, related to the provision of administrative services in the field of construction, in terms of content and functional capacity of electronic resources in this field.
