Abstract

Introduction. Given the current state of development of rural green tourism in Ukraine, its potential, and its significance in the socio-economic development of rural areas, the study of legal support for the development of rural green tourism based on public-private partnerships (PPP) is both relevant and necessary. PPP is recognized as one of the effective forms of resource concentration between government, business, and the population to address tourism development challenges. Objective. The purpose of this study is to analyze the legal regulation of public-private partnerships in the field of rural green tourism and to identify ways to improve the current legislation in this area. Materials and Methods. The research materials include legislation, scientific sources, and practical materials related to rural green tourism, public-private partnerships, and sustainable development of rural areas. The study employed scientific methods of analysis and synthesis, logical generalization of results (formulation of conclusions), and others. Results. The article addresses specific problematic issues of legal regulation of public-private partnerships in the field of rural green tourism. It highlights the lack of legal clarity regarding the juridical nature of rural green tourism. The necessity of adopting the Law of Ukraine “On Stimulating the Development of Rural Hospitality in Ukraine” is substantiated, which should also regulate the use of public-private partnerships in this field. PPP is viewed as one of the effective tools for the economic development of the country in general and the agricultural sector in particular. One of the promising forms of public-private partnerships that can be used in rural green tourism is the creation of clusters. The article examines the prerequisites for the creation, types, and successful experience of functioning clusters in rural green tourism. Attention is drawn to the lack of legislative regulation of the creation and functioning of clusters in the field of rural green tourism. Considering the potential of rural green tourism and its direct or indirect impact on sustainable development and other related sectors of the economy, it is proposed to regulate in Ukrainian legislation the features of rural green tourism development based on public-private partnerships through the creation of various recreational and tourism clusters. Prospects for Further Research. The findings will contribute to the development of legislation on rural hospitality and may be used in theoretical and applied scientific research devoted to the peculiarities of legal regulation in the field of rural hospitality and public-private partnerships in the agricultural, land, and environmental relations.
