DEMOCRATIC CIVILIAN OVERSIGHT OF THE SECURITY AND DEFENSE SECTOR OF UKRAINE UNDER THE LEGAL REGIME OF MARTIAL LAW

The article is devoted to the analysis of democratic civilian control over the security and defense sector of Ukraine under the legal regime of martial law. The authors examine the historical prerequisites for the emergence of this institution and its role in ensuring democratic principles of governance in the security sector. It is emphasized that civilian control is a key mechanism to prevent abuses, ensure transparency, accountability of security forces to democratically elected authorities, and protect citizens' rights and freedoms. The article addresses key challenges arising in the context of martial law.
