Peculiarities of labor market development when forming an enterprise's personnel strategy in the context of digital transformation

Abstract
In the modern conditions of world economic relations, the key factor ensuring the competitiveness of the national economy on the world stage is human resources. The potential and sustainable growth of enterprises directly depend on the development of human resources, their level of education, qualifications and mobility. The article examines the levels and areas of manifestation of human resources and the directions that form the necessary degree of development of the competitive advantages of the enterprise. It is determined that the labor market of Ukraine has undergone a significant reduction over the past two years, which is certainly associated with mobilization and migration. Another important reason is the cessation of operations of enterprises, especially in regions with intense hostilities. Using the Ishikawa diagram, we will analyze the cause-and-effect relationships of the factors underlying the problem - the shortage of human resources in the region. A model of interaction of the main participants of the regional labor market regarding the formation of human resources has been developed, which includes groups of factors that must be taken into account in strategic and tactical planning and development of a personnel strategy in the conditions of digital transformation. It is concluded that in the conditions of the digital economy, one of the problems of which is the shortage of personnel, it is the development of a personnel strategy taking into account modern trends that will allow enterprises to overcome problems and find new ways of developing human resources. The results of the study contribute to a more complete understanding of the essence and content of the enterprise's personnel strategy, provide an opportunity to analyze the features of personnel work and understand the role and place of stakeholders in the implementation of the enterprise's development strategy.
