Conceptual approaches to personnel management in modern organizations, taking into account the specifics of functioning and requirements for HR technologies

Abstract
The article examines contemporary conceptual approaches to human resource management in the context of organizational transformation driven by digitalization, globalization, and the growing importance of intellectual capital. It analyzes the evolution of HR paradigms – from the administrative and personnel-oriented model to strategic and technology-driven human resource management. Particular attention is given to the influence of modern organizational characteristics, such as corporate structures, multi-level management, project-based operations, high competition, and the accelerated pace of environmental changes, on the formation of requirements for HR technologies. The study substantiates that the implementation of modern HR technologies – digital platforms, workforce analytics systems, automated tools for recruitment, development, performance evaluation, and employee motivation – has become a key factor in ensuring organizational competitiveness. The article identifies criteria for the effective integration of such technologies, including alignment with strategic business goals, adaptability, process transparency, and the ability to enhance productivity and employee engagement. The main conceptual approaches to human resource management are systematized, including the competency-based, motivation-value, process, customer-oriented, innovative, and digital approaches. Their complementarity and role in building an integrated HR system are demonstrated. It is concluded that the optimal combination of modern approaches and technologies strengthens HR policy effectiveness, organizational flexibility, and sustainable development. The article provides recommendations for improving HR practices under conditions of digital transformation and increasing demands for human resource management.
