Abstract
This paper analyzes historical line of civil society development in the field of Francophonie and determines stages of this process. We explore aspects regarding relations of nongovernmental sector with official francophone institutions. Activity of nongovernmental organizations much preceded foundation of official intergovernmental Francophonie what helped them to gain trust and respect in the society and made official institutions consider their position.
