FOREIGN RESOURCES IN INNOVATIVE ECONOMIC DEVELOPMENT

The article describes the role of foreign resources in innovative economic development considering national and regional aspects. There is formulated the definition of ?foreign innovative resources? and established its ratio with such notions as ?economic resources?, ?innovative resources?, ?foreign investment?. Also there is explored the main types of foreign innovative resources. On the basis of data obtained from the Global Innovation Index, it is calculated index Foreign Innovative Resources for 68 countries and established its connection with the index Innovation Output. Accordingly, consideration of foreign resources for innovative development as a separate economic category is necessary for further research of its content and existing mechanisms for their attracting into the economy, particularly at the regional level, that is especially important for the transition economies in the conditions of necessity to enhance innovation potential.
