The boom and bust in new public management

Abstract
This article review the concept and practice of new public management (NPM) and use the comparative study of global experiences as the methodology for proving the relevance of NPM event in the post NPM phase. The experience of radical reform in the west is a lesson for developing countries, which still grappling to understand NPM as a concept and a practice. The academia have different argument: supporting or opposing NPM, this article shows the approach to balance it with the pendulum clock theory to tackle the dilemma of growth with control.
