Abstract
The institutions of the Ottoman State had a vital role into the governance of the state, there were created organisms to watch over the good activity of the state apparatus, from the sovereign power, the sultanate, to the small provincial institutions, meant to ensure the tranquility over the edges of the Empire. The leaders of these institutions were ottoman officials that had the power to issue legal and religious documents in order to normalize the institutional activity of the state.
