TRANSITION FROM CLASSICAL PUBLIC ADMINISTRATION TO DECENTRALIZATION: AN ASSESSMENT IN THE CONTEXT OF GOVERNANCE

Classical public administration system takes forward to public administration system to the new dimension by placing the focus on the human being fact due to the deficiency of classical public administration system and in need of formulizing of the globalization world bringings in the context of a new comprehension which is known as decentralization. At the point of moving public administration to the new destination, governance phenomenon is a functional means qualification. Therefore, in this context, public administration, which is an executive branch of the state, is needed to reform to a new model. The governance as a transforming element in the public administration functioning system emphasizes to the neology, flexibility of the rules and the changing aspect of the public administration. The important reasons of emerging governance phenomenon are constituted by the problems which are known as sluggish and overgrown structure of the classical public administration system and there has been a decrease in the administrative performance of it and not to keep pace with current affairs. In this study, the process and possibility of transition from classical public administration to the decentralization principle will be examined in the context of governance and local governance concepts by using literature review method.
