Abstract
The article describes the approaches to the formation of personnel reserve of high school, built into its development strategy. The concept of logistical approach to personnel flows is discussed. The article presents the results of the project of formation of personnel reserve at Vyatka State University of Humanities and draws conclusion on the impact of the project on the effectiveness of the institution
