Interactiongovernment bodies and local authorities: legal and functional aspects

Problems of legislative ensuring of interaction of state authorities and local government bodies and powers division between them are analysed; ways of theirimprovement are defined. During the relevant research performed tasks that were impossible without the establishment at all levels considerable potential human resources with appropriate training, deep theoretical knowledge and practical skills and skills in public administration capable to effectively manage public affairs in the new environment, and without scientific support establishment and development of public administration, reform of the political, economic, social, humanitarian and administrative areas of European integration provided the use of all elements of local government.
