Abstract
Community-driven development (Community Based Development) theoretically considered one of the most effective development model in the current democratic era, because this development model is based on the potential and conditions of the local community. Community development program which is based on the potential and the community will get support and optimal community participation as appropriate to their needs. The importance of economic empowerment model of a fishing community in the southern coastal region of Trenggalek, through diversification of catching fish processing businesses in the region, given the enormous potential of the other results of the southern ocean in Trenggalek. But there are still a lot of poverty around the coastal wilaya in the region Trenggalek. So it is necessary to develop a community-based empowerment pattern, which allows it to be applied in other coastal areas in the South East Java. The results showed that the empowerment model that lasts, referring to the norm of regents numbers: 074/120/406 021/2015 about the empowerment of SMEs, in the implementation model of community empowerment by the government are often constrained by the limitations of the basic tasks and functions of each department in an effort to empower fishermen, so that the empowerment model that is implemented in a comprehensive manner cannot develop in an optimal empowerment.
