Abstract
The processes of transformation of the Russian economy and specifics of their manifestation in terms of spatially organized regional economic systems determine the economic and social disparities of development in individual areas. This article formulates the main approaches to the stability and balanced development of regional economic systems by adapting its subjects to an innovative management model. It is concluded that the existing regional policy is not consistent with the interests of national security. The targets of the regional authorities aimed at the smoothing of regional asymmetry are formulated.
