ECONOMIC FUNCTION OF STATE ANd ROLE OF EUROPEAN UNION IN ITS IMPLEMENTATION

Abstract

Problem setting. The article is devoted to analysis of European Union institutions participating in the implementation of the economic functions of the member states, as well as forms and methods of EU institutions and donor countries influence on the national governments coming from the formulation and implementation of economic policy. Wide range of scientific works devoted to the unification process in Europe contain the vast majority of publications that discuss the economic aspects of integration. And it is quite natural, because this process began with interstate cooperation in the economic field and up to now legal regulation of economic relations is a top priority of supranational institutions. Forasmuch as the vital activities of the European Union depends on success in above-mentioned area. Analysis of resent researches and publications. The following scientists were engaged in researches of the specified question: O. V. Petrishin, V. I. Salo, M. Strezhneva, S. V. Shevchuk, Yu. S. Shem shuchenko, I. V. Yakovyuk and others. Article’s main body. Since the beginning of the unification process and by the mid of 1980s the concept of negative integration was dominated in the EU, and the main result of implementation of such concept became the creation of the economic and monetary union. However, in the late of 1980s, negative integration was supplemented with the positive component, that provides that the Member States must bring internal mechanisms in line with the model defined in supranational policy decisions. The process of economic integration of Europe ultimately did not lead to ?dilution? of the statehood ? today Member States retain a leading role in the economic field. In the financial crisis in the EU traced two interrelated but opposite process that determine the role of national governments in the implementation of economic functions. The first is the increasing role of the Member States, especially the donor countries, in the issue of determining the facilities to overcome the crisis. The flip side of above-mentioned process is weakening of positions of debtor countries governments in the issue of economic functions implementation. The content of economic function, and the role and correlation of national and union’s government institution in its implementation are determined by the specifics of the tasks of the appropriate stage of economic integration. Formation of banking and fiscal union become the main task of the EU in the economic field after formation of economic and monetary union. Conclusions and prospects for the development. The efficiency of interaction between the EU and national governments on the issue of implementation of the economic function due to clear separation of powers at the stage of economic policy development and during its implementation. EU competence extends at all areas of economic policy, therefore only the form and degree of EU participation in economic policy implementation should be coordinate. In the process of the economic functions implementation EU institutions can influence at the efficiency of market mechanism tools using at the national level, and, if it’s required, to cancel or to restrict the use of some of them. However, it does not mean loss of autonomy by national governments, because they are the main subjects of the implementation of economic functions, while the Union activity has a subsidiary character.
