Abstract
The Resource Conservation and Recovery Act (RCRA) i s a 1976 amendment to the Solid Waste Disposal Act (SWDA). RCRA (the common reference to the amended SWDA) addresses the management of municipal and industrial solid waste and provides a "cradle-to-grave" system for managing hazardous waste. Basel Convention of 1989 was in response to a series of incidents involving dumping of hazardous wastes in developing countries in Africa and Asia. The hazardous wastes originated in developed countries and were transported, in some cases, under false representation.
