Abstract
The beginning of the Nineteenth Century (1905) is known as the period of transition from monarchy to constitutional administration. In this context Tsarist administration had to create new administrative organs and to share its authorities with these organs. Although State Duma was opened according to the new constitution, absolute monarchy of the Tsar carried on. Duma was a consultation committee for the State Council. The State Council had been a legislative committee and in fact it was depended on the Cabinet especially to the Tsar. In this study the process of the transition from Monarchy to constituonal administration in Tsarist Russia.
