Abstract

Next to the traditional forms of rent, that is differential And and ІІ, absolute and monopolistic, the new forms of rent, the origin of that is related to development of society and economic activity of man, appear. Urgent now there is perfection of the tax system in direction of stimulation of the landed interests and land users to send land rent to the fertility-improving of soil and realization of measures on the guard of earth. In this connection, it is expedient to withdraw only differential rent And, and here in relation to differential rent of II, then she must remain for the landed interests or land users, stimulating them to the effective use of the landed lands. In addition, a tax on earth must be set from the standard, but not actual level of efficiency. Expedient is an input of fines from the landed interests, if the quality state of lot land will become worst. Yet one no less important problem related to the rent relations is a size of rent. Its size must be set as a percent from the money estimation of lot land taking into account the term of action of contract of tenancy - with the increase of term of lease the size of rent must diminish. Monopoly of agrarian property, as a barrier to the inter-branch redistribution of resources sends a surplus income not to the increase of production of goods, but converts him into absolute land rent. Because of it a production restrains temper in agriculture, technical progress slows in industry. Therefore there is an objective necessity of state interference with the aim of the use of valueadded in accordance with her functionally-economic setting.
