The purpose of the study is to identify the standards of quality control for the learner-centered effective strategies of teaching and learning, to specify staff members’ needs in the field of effective teaching and learning strategies, and to raise their awareness of the importance and involvement in such programs. What are the training needs of the research sample in the field of learner-centred effective strategies of teaching and learning? 3. What is the suggested training program for developing the research sample’s skills in using strategies of effective learner-centred teaching and learning in the light of quality control? A questionnaire of the research sample’s training needs was developed. A list of the standards of quality control was prepared and validated through a jury of experts in the fields of education, psychology, and pedagogy. A questionnaire of training needs was formulated and a list was administered to a sample of (n=160) staff members in some social sciences and scientific colleges. In the light of the specification of the training needs, the researchers designed the training program.
