INNOVATION IN THE PUBLIC SECTOR: INTERNATIONAL PRACTICE AND CHALLENGES FOR BELARUS

The article describes the features of innovation in the public sector. Purpose of the article is to explore the need for and the possibility of assessing innovation in the public sector of Belarus according to the international practice. In this paper we made an analysis of contemporary foreign literature on the measurement and evaluation of innovations in the public sector, studied European methodology for assessing innovation processes in the public sector, we have proved the feasibility of the use of international standards in the practice of the institution-building of the national innovation system.
