In the article the basics of proactive behavior and policies of the enterprise based on the behavioral aspects of human resources as the main carrier businesses. The subject of the article is the set of theoretical, methodological and applied aspects for the development of resource theory, the efficiency of enterprise resources in combination with psycho-physiological abilities of the individual, which is the key to the development of innovative businesses to achieve their strategic competitive advantage. The main purpose of the article is to determine the relationship proactive behavior of its behavioral nature, as well as establishing some correlation internalitive essence of proactivity as a prerequisite for the development of innovative enterprises in terms of information and innovation economy with a common progressive development entities and complex processes of justification proactive management companies based on research of current trends and their modeling activities for the future. The argument of this relationship will be based on the methods of deduction and induction - to establish empirical relationships between the properties of objects and phenomena proactivity, internality, innovation and human behavior, and otherwise, from understanding the psychology of personality and behavior and motivation in the process of human activity to detect partial relationships and the impact on human resources development; scientific comparison - to study trends of enterprises in Ukraine and in the world of distinguishing potential areas of application of international experience on proactive management; analysis and synthesis and abstraction - to study the individual aspects of the research object and combine it into a coherent whole to make a number of scientific abstractions and identify some concepts. The main results of a detailed analysis of the principles of innovative enterprises and their impact on individual skills in the process of interpretation allowed to offer sensuous intuition as predictions of future events or developments, thus providing a shift in business models shaping modern enterprises towards advancing innovation. The overall results are scientific articles and applied character. Assessment and identification of resources in the economy of the new formation is necessary to take their positions as measured interpretation possibilities of using internal and external environment for its development. Also applied character of research results prove that was found and proven relationship between proactivity in the company of the behavioral aspects of human behavior. The study of the relationship in a line of proactivity - opportunities - dynamic ability - resources - innovation - strategic competitive advantage is ?proactivity? has been identified as the main driving force of the innovation process of the company. Thus, the author stands for that innovative development company - is the process of responding entity to changes in the internal and external environment by improving business processes based on creativity, motivation, organization, monitoring and staff performance, based on behavioral aspects outlook and attitude person providing efficient and stable operation of the company.
