INNOVATIVE COMPUTATIONAL AND ANALYTICAL PROCEDURE OF SWOT-ANALYSIS ON THE EXAMPLE OF STRATEGIC PLANNING AND MANAGEMENTS IN THE BRYANSK REGION

The author's settlement-analytical procedure of SWOT-analysis in problems of strategic planning and management in regions of the Russian Federation is considered and illustrated with an example; also the complex SWOT-assessment of the realization conditions of the project of a transport and logistic complex (TLC) creation of Bryansk Region is received. The source data of a matrix of SWOT analysis for a technique verification are taken from the Decree of Administration of the Bryansk Region of June 20, 2008, No. 604 About the ratification of strategy of social-economic development of the Bryansk Region until 2025. The expert estimates of indicators in matrixes because of their absence are replaced with randomized values. In this regard, the end result is conditional.
