HOUSING AND UTILITY SECTOR AS AN OBJECT FOR FORMING MUTUAL RELATIONS OF ITS INSTITUTIONAL AGENTS

The article proves the necessity of using the system approach aimed at reforming and modernization of housing and utility sector. Uncertainty factors are determined to be characteristic for the mutual relations of its institutional agents. Basing on the brief review of the most popular models accounting the uncertainty factors at choosing managerial decisions, the random model is recommended, as it is the most adequate for the modern trends of relations between the institutional agents of housing and utility sector.
