Abstract
The paper shows how the human rights were developed over the centuries. The first part describes the history and development of human rights from ancient to modern times, and outlines the phenomenon of dis- crimination. In the second part we discussed the rights of persons with disabilities as a special case of the rights of a minority group. In conclusion possible directions for future action have been suggested to promote the rights of persons with disabilities
