ANALYTICAL EVALUATION OF THE REAL CONDITIONS OF INVESTMENT ACTIVITY IN UKRAINE: INTERNAL AND EXTERNAL ASPECTS

Abstract
Highly dynamic development of socio-economic processes in general and the investment processes in particular provide a necessity for constant analysis of the real conditions of investment activity, taking into account the influence of internal and external factors. It is the objective assessment of the current situation in the investment field that allows both investors and the state to promptly adjust their direction. All these factors provide actuality, scientific and practical value of the study. The subject of the study is a set of evaluation criteria and indicators that characterize the real conditions of investment activities in the national and international aspects. The aim is to provide analytical evaluation of internal and external aspects of the real conditions of investment activity in Ukraine and on this basis to make suggestions for its activation. Carrying out the analysis of the real state of investment activities in Ukraine, analytical methods of observation, analysis and comparison, the method of expert evaluations have been applied. While formulating proposals for investment activity in the current domestic conditions, heuristic methods, and methods of generalization and extrapolation are applied. The study carried out an analytical evaluation of the main internal indicators describing the real state of investment activities in Ukraine, namely the value of the investment component of GDP, capital investments, the volume of investment in-flows into and outflows, the sectoral structure of investment, the structure of capital investments by sources of funding and types of assets. The main indicators of the international rankings and the results of expert assessments of domestic and foreign experts, which characterize the real conditions of investment activity in Ukraine, are analyzed. The list of the main factors that influence the negative development of investment processes in Ukraine is analyzed. According to the study it is concluded that the causes of low investment activity in Ukraine are primarily connected with institutional environment and deep social and economic processes, rather than situational phenomena. This means that investment activity should begin with general improvement of the socio-economic situation in our country. It is stated the primary measures that stimulate investment activity should include consistent implementation of real reforms, declared by the government, distinction between business and state policy, radical measures to combat corruption and shadow economy, improvement of the tax and customs system in terms of their simplification and automation, enhanced deregulation of business activity, a radical change in the investment priorities of state support. The results of the study can be used in the development of public investment policies, the preparation of draft amendments and additions to investment and tax legislation of Ukraine, to improve analytical support of investment projects, the development of public investment programs and investment decisions making.
