FORMALIZATION OF THE BASIC STAGES OF PUBLIC ADMINISTRATION RESEARCH AND TECHNOLOGICAL DEVELOPMENT IN RUSSIA

The study of patterns and trends of the world technological development is one of the priorities of the state policy in the sphere of science and technology. Technological forecasting is increasingly becoming an important tool, key elements of which are the long-term prognosis, scientific and technological monitoring and scientific and technological expert examination. Only the combination of these elements can provide the development of those areas of science and technology that can enhance the competitiveness of the national economy. The paper analyzes the main direction of state policy in the field of scientific and technological development in Russia, examining the key elements of public administration in this area. The attention is focused on the need to improve the tools used in long-term forecasting, scientific and technological monitoring and scientific and expert examination. Particular attention is given to update the priority directions of development of science, technology and engineering as well as to the criteria of selection of national priorities. Methodological approaches to scientific and technological monitoring and expertise examination are also considered. In conclusion, the scheme of organization of the state administering of formation and implementation of technological projects is given.
