The article proves the necessity of creating a set of mechanisms enabling to implement available scientific and technological achievements in the specific space-time continuum and to form the environment for generation of innovative ideas and vigorous investment activity. One of the essential tools of the proposed mechanism is the investment project which is aimed at handling the problem of ensuring the investment efficiency and introducing the key elements of innovation theory.
