The definition of economic safety system of the municipal enterprise is given in the article, the directions of crisis situation aggravation in housing and communal services, with emphasis on real terms and probability of improvements are specified, risk management strategy are considered, the concept of system model of losses in housing and communal services, on the example of water supply system is offered.
