State-Legal Regulation in Russia. How Can It be evaluated?

Abstract
Actual problem of quality increasing and performance of state-legal regulation of socioeconomic and social relations and processes for science and practice of legislative activity is reviewed in this article. The author position is that state-legal regulators (SLR) pay double influence to social development: facilitating or constraining (limiting) socio-economic and social development. SLR of the 1st level is suggested to evaluate as “economic” and/or “social” benefit. The second ? as “benefit in harm” of socio-economic and/or social development. The requirement of SLR science reasonableness, their social (public) discussing and strict accordance to the Constitution of the Russian Federation is showed in this article.
