Abstract
The article is devoted to the study of the development of the Institute mistrust of civil servants. The Russian transformation processes of the last two decades has made significant changes in the relationship between civil servants and the population, led to a fundamentally new for the Russian reality, forms of governance, new social institutions and structures.
