Abstract

In the Russian Parliament there have been cases of criminal prosecution of deputies of the State Duma and the Federation Council members. To conduct investigation and transfer the case to court should the decision of Parliament about the deprivation of immunity of the person concerned. In the decision chamber of the Russian Parliament there was no clear legal algorithm. In the formation of the Russian parliamentary practice, it is necessary to consider the ECHR. In the proceedings of Córdoba vs Italy was formulated pravoobladanie that private Affairs are not covered by parliamentary immunity.
