The market required a modern, democratic management structure of the real sector of the economy. In many countries there are special institutions that coordinate the state policy in the sphere of small and medium businesses. Reorganization of state bodies must not lead to the suspension of the existing structures. Importantly, the creation of a new body was not meant that will stop the work of existing governments. In our country, effectively operate only vertical, not horizontal, so you need a structure that would have a voice at the government level.
