The article analyzes domestic and foreign methodology and practice of strategic planning of development in relation to the tasks and the conditions determining the stability of the socio-economic development of Russia and its regions in the early twenty-first century, defines the guidelines of the spatial development of the national socio-economic system, are tasks necessary for solving in the framework of the strategy of spatial development of the Russian Federation.
